New statement: Secure a strong MFF that puts the health of patients first

Ahead of discussions in the European Council on 15-16 October on the next EU Multiannual Financial Framework (MFF), BioMed Alliance has published a new statement calling on Member States to safeguard life-saving health and research funding. With substantial cuts currently under discussion for the overall MFF, Horizon Europe and health funding within the European Competitiveness Fund, this is a critical moment for Member States to safeguard Europe’s capacity to innovate, protect public health and strengthen competitiveness.

Investing in health and research at EU level should be a strategic priority. The recent COVID-19 pandemic demonstrated the need for preparedness and coordinated action, other health threats are on the horizon and pathogens with pandemic potential regularly emerge. At the same time, Europe faces multiple health related challenges including antimicrobial resistance, a rising incidence of chronic diseases and an ageing population. Amidst all these factors, the most effective approach is for EU countries to join forces and make sure that investment supports excellent research and innovation. Health challenges do not stop at borders, and neither should health and research funding.

Nonetheless, Member States are discussing potential cuts compared to the original Commission proposal, including a proposal for reductions ranging from 8% for the total MFF, to 9.6% for Horizon Europe and 13% for the Health, Biotech, Agriculture and Bioeconomy window in the new European Competitiveness Fund. However, health and research funding provides return on investment, improves health outcomes and supports the EU’s capacity to innovate and remain competitive in a world where research and innovation are leaving Europe for its global counterparts. At this critical moment in the negotiations, Member States should act now and secure a strong MFF, in order to put the health of EU citizens first.
